Is what illegal? There's a guy, with an umbrella in one hand, trying to ride a bicycle through a deep puddle. He's not drunk, just to stupid to be in the gene pool.

It's operating a vehicle while intoxicated and yes it is an arrest-able offense here. Fuck off, assari.
 
Even some sober cyclists can't drive a bike regularly, but drunk cyclist should be kicked in the shinbone so that the bones are cracking.

If you want to bump a thread, fine, but adding a little more to the conversation than just, "bump", might be helpful. Try writing a bump-this-thread Haiku, that doesn't take much effort, has the potential to be funny, and is more than just adding to your post count. Haiku are three line line poems with a 5-7-5 syllable structure. Try it, You Might enjoy it, then you can graduate to Limericks or Sonnets. Anyway, thanks for resurrecting this thread, I think, not sure why you did it, but whatevers.

A friend of mione got stopped on his bicycle on a saturday night, on the lower end off the street in our city where most clubs are. He drove at a reckless speed and was WAY beyond the legal alc blood level.

He got a ticket for driving under the influence. He REALLY was glad when on christmas morning, just 1 1/2 weeks later, the letter from the judge came and stated, "This time, I will let it slide, don't make a second time happen. "Merry christmas."

Riding mower DWI offenses are no laughing matter either.

Honestly, I get that. There are sharp spinning blades, and even if you don't run over someone's foot, you could still roll the mower, and cut off some part of your own body. But a bicycle I don't get, and would really like an informed explanation on that. I wonder if skateboards, or other Manuel forms of locomotion are included? I know walking is considered public intoxication.
 
In some states, anything that is capable of transporting people or cargo is considered a vehicle. It does not have to be motorized to inflict damage by an impaired individual.
